Role Overview
The Head of Traffic & Transportation Services (TTS) provides strategic, technical, operational, and commercial leadership for the Traffic & Transportation services portfolio within the Engineering Consulting Services (ECS) business.
The role is accountable for the successful delivery, technical excellence, and growth of traffic engineering, transport planning, mobility, and intelligent transport systems (ITS) services across major infrastructure and urban development programs.
The position ensures delivery excellence, client satisfaction, financial performance, innovation in mobility solutions, and capability development while maintaining the highest standards of governance, safety, and quality across public, semi-government, and private sector engagements.
Key Responsibilities
- Delivery Excellence & Technical Leadership
- Lead end-to-end delivery of Traffic & Transportation engineering Services projects including transport planning, traffic impact studies, modelling, road safety and Traffic Safety, public transport planning, Traffic Operation and ITS.
- Ensure all deliverables meet contractual requirements, authority standards, and best international practices.
- Establish and enforce technical assurance frameworks including peer reviews, independent checks, and stage-gate approvals.
- Oversee quality control of traffic modelling outputs (micro/macro simulation, junction analysis, corridor studies).
- Ensure compliance with Abu Dhabi / UAE authority requirements (e.g., DOT, ITC, ADM, RTA where applicable).
- Strengthen portfolio governance covering scope, schedule, cost, risk, and change control.
- Institutionalize lessons learned and knowledge-sharing practices to enhance technical consistency and delivery excellence.
2. Traffic & Mobility Service Development
- Develop and expand service offerings across Traffic Engineering, Traffic Operations, Traffic Safety, Transport Planning, Mobility Strategy, Public Transport, and ITS.
- Introduce innovative solutions such as smart mobility, sustainable transport systems, and data-driven traffic management.
- Define service roadmaps including methodologies, standards, tools, and capability requirements.
- Identify emerging trends in mobility (EV integration, autonomous mobility, multimodal transport systems).
- Develop new advisory services aligned with government mobility transformation programs.
3. Stakeholder Management & Authority Engagement
- Act as senior technical interface for key clients, including government transport authorities and master developers.
- Represent ECS/TTS in high-level meetings, steering committees, and technical governance forums.
- Manage relationships with regulatory bodies and approval authorities ensuring smooth project approvals.
- Lead resolution of high-impact technical issues and stakeholder escalations.
- Establish structured communication frameworks including progress reporting, dashboards, and executive updates.
- Maintain strong alignment with client transport strategies and urban mobility visions.
4. Leadership & Capability Development
- Lead and mentor a high-performing multidisciplinary TTS team (transport planners, traffic engineers, modellers, ITS specialists).
- Drive recruitment, succession planning, and capability development aligned with business growth.
- Foster a culture of technical excellence, innovation, accountability, and collaboration.
- Ensure continuous upskilling in transport modelling tools, simulation platforms, and mobility technologies.
- Strengthen cross-functional coordination with civil, infrastructure, and master planning teams.
Qualifications & Requirements
- Bachelor’s degree in civil engineering, Transportation Engineering, or related discipline (master’s preferred).
- 15+ years of progressive experience in Traffic & Transportation Engineering and Planning.
- Proven leadership experience managing multidisciplinary transport planning teams in consulting environment.
- Strong experience in UAE/GCC transport authority standards and approval processes.
- Expertise in traffic modelling software (e.g., VISSIM, SYNCHRO, SIDRA, AIMSUN, TransCAD or equivalent).
- Strong stakeholder management experience with government transport authorities and developers.
- Demonstrated ability to lead complex transport master planning and infrastructure programs.
- Strong commercial awareness and experience supporting bids and project financials.
